Position: Administrative Director, Surgical Services

POSITION SUMMARY

The Administrative Director, Surgical Services leads the patient care services and maintains accountability for the overall administration and management of surgical services in providing efficient, high quality, children and family focused care. The Director is instrumental in setting the vision, strategy and tactics of the surgical services department. Areas of responsibility include 10 ORs and 1 Procedure Room (7 inpatient ORs and 3 outpatient ORs), PACU, Anesthesia, and Central Processing.

This position reports to the Vice President, Nursing, Nancy Shibata. Direct reports include: Assistant Director, Surgical Services; Manager, PACU; Scheduling and Central Processing Coordinator; and Clinical Educator. There are a total of 86 FTEs within the department which includes advanced nurse practitioners. Operating budget is $26 million for seven cost centers and approximately 8,000 procedures per annum. Surgical specialties include general pediatric surgery, cardiac surgery, neurosurgery, ENT, urology, orthopedics, and plastic surgery. Children's has initiated a Bone Marrow Transplant program with harvest done in the OR.

CHO is in the midst of a transformation. New leadership in the executive suite is moving the organization towards a best practice focused on clinical practice, excellence, efficiency, and growth. Surgical services are a pivotal piece of CHO's business, providing 40 percent of CHO's revenue. CHO staff, and specifically the surgical services staff, has embraced the new CHO leadership's plans for the entire organization. The search for new surgical services leadership will focus on candidates who are progressive, dedicated, personable, and have a passion for success.

COMPANY BACKGROUND

Founded in 1912, Children's Hospital & Research Center at Oakland is a 205-bed regional and global resource for advanced pediatric care, research, and medical education, with more than 203,000 outpatient visits and 9,500 inpatient admissions per year. Children's provides Northern California's only pediatric Level I trauma center, the region's largest pediatric intensive care unit, and one of the largest sickle cell treatment and research centers in the world. Children's 166 hospital-based physicians provide expert care in 30 pediatric subspecialties from adolescent medicine to urology. The 47-bed intensive care nursery is the state-designated regional referral center for high-risk newborns in Alameda and Contra Costa counties.

The mission of Children's Hospital Oakland is to ensure the delivery of high quality pediatric care for all children through regional primary and subspecialty networks, a strong education and teaching program, a diverse workforce, state of the art research programs and facilities, and nationally recognized child advocacy efforts.

Children's Hospital Oakland is a dynamic organization, with plans for future growth. The annual operating income is approximately $230 million and produced a positive bottom line in 2005.

INITIAL PRIORITIES

  • Provide leadership in the re-building of the surgical services infrastructure. Balance staffing model and coordinate training/education to build the surgical services team.
  • Institute process improvements that enhance performance. Concentrate on efficient throughput from admission to discharge. Research and develop best practices to improve services and business performance in the OR.
  • Partner with the Assistant Director of Surgical Services to effectively manage and coordinate the continuum of surgical services operations.
  • Focus on surgical services team development. Engage team in establishing stronger lines of communication and new processes to allow for greater partnering and sharing of ideas and practices.
  • Set strategy and operational vision for the continued success and growth of the surgical services departments.

SCOPE OF RESPONSIBILITIES

  • Provide leadership, support and direction to front line managers.
  • Establish and maintain excellent working relationship with surgeons, other physicians, anesthesiologists, other managers and staff with a focus on building strong teams, competent and caring staff, improving processes, and a customer oriented environment.
  • Provide leadership for: clinical excellence, personnel management, fiscal accountability, operational effectiveness, and positive relations with other departments, members of the medical staff, physician practices, and hospital guests.
  • Leverage technology to enhance efficiency and management of resources within surgical services.
  • Develop and maintain budget for all areas within scope of responsibilities.
  • Collaborate with other Leadership Team members in regard to hospital operations, fiscal accountability, systems improvement and strategic direction.
  • Ensure the presence of an on-going quality improvement program and championing the continuous improvement process for all areas within scope and span of control.
  • Provide leadership for program development and facilities program implementation through collaborative relationships with all health care providers in and out of the Clinical Service Line, to achieve optimal patient care services
  • Participate in effective supply chain management for surgical services.
  • Under the direction of the Vice President, Nursing, make decisions affecting strategy, implementation and management of resources.
  • Identify and implement best practices in resource utilization management and contracting.
  • Promote change, facilitate redesign, implement systems and processes to maintain compliance with regulatory standards and accreditation.
  • Continually assess the department to determine the best infrastructure for current operations and future expansion. This includes systems, processes, education and staff roles.
  • Provide input into CNA bargaining unit preparation and negotiations.
  • Ensures preparedness for JCAHO and other regulatory inspections. Participates in hospital-wide preparedness planning.

CANDIDATE QUALIFICATIONS

  • Demonstrates leadership skills with a focus on accountability, team building and continuous improvement. Must be a clear advocate for nursing staff, ensuring priorities are heard by physicians and management.
  • Experience in business development and technology to support OR development and optimize revenue capture. Must be a "straight shooter" with no hidden agendas.
  • The ideal candidate's management style will exhibit integrity, collaboration, flexibility and a result-orientation.

EDUCATION

  • Master's degree in Business Administration, Nursing or Hospital Administration is preferred. BSN degree required.

EXPERIENCE

  • Previous proven experience and expertise in line management position (minimum 5 years) within surgical services.
  • Exposure to pediatrics is ideal but not necessary.
  • Experience in developing strategies and implementing growth.
